Chris Basken – Chief Financial Officer
As Chief Financial Officer, Chris leads Luminare Health’s financial strategy with a clear focus on supporting client needs through sustainable growth and operational efficiency. He brings two decades of executive leadership and finance experience and is instrumental in ensuring that the company’s solutions remain cost-effective and client-centered.Chris’s expertise in financial planning, capital management, and enterprise strategy allows him to structure programs that deliver stability for clients, helping them manage costs without sacrificing quality of care. At Kemper Corporation, Marsh & McLennan, and Raytheon, he built a reputation for driving performance while aligning financial strategy with customer outcomes.
With degrees in law, business, and finance, Chris applies a comprehensive lens to every challenge, so that employers and plan sponsors partnering with Luminare Health can count on financial transparency, accountability, and long-term value.

Dr. Uday Deshmukh, MD, MPH, CPE, FACP – Vice President & Chief Medical Officer
As Vice President & Chief Medical Officer at Luminare Health, Uday leads the strategic and operational direction of the Healthcare Management department, ensuring clinical excellence and cost-effective care across all lines of business.Uday brings deep expertise in medical management, medical policy, and population health across commercial, Medicare, and Medicaid markets. Prior to joining Luminare Health in 2021, he served as Chief Medical Officer at HealthHelp LLC, a specialty benefit management organization. His previous roles include Senior Medical Director positions at Florida Blue and Cigna Healthcare. Earlier in his career, he practiced internal medicine in the Philadelphia area and advised Keystone Mercy Health Plan (now Keystone First), Pennsylvania’s largest Medicaid health plan.
An active contributor to the medical and public health communities, Uday completed a three-year term on the Patient-Centered Outcomes Research Institute (PCORI) Advisory Panel on Rare Disease. He has served as an assistant professor of internal medicine at the University of Central Florida and was a board member of the Duval County Medical Society in Jacksonville, FL. He also volunteers with the Amateur Radio Emergency Service in Montgomery County, TX.
Uday earned his medical degree from Delhi University and a Master of Public Health from the Johns Hopkins Bloomberg School of Public Health. He is board certified in internal medicine and is a Certified Physician Executive (CPE) through the Certifying Commission in Medical Management.

Lisa Fenske – Executive Director, Marketing & Communications
As Executive Director of Marketing & Communications, Lisa shapes the way Luminare Health engages with clients, prospects, and partners. She leads brand strategy, communications, and marketing execution with the goal of building trust and strengthening relationships across markets.With more than 20 years of experience, Lisa is known for creating customer-centric brand experiences that resonate with clients and reflect their priorities. Her background in strategic planning, internal communications, and brand development enables her to position Luminare Health as a trusted advisor to employers and plan sponsors.

Joanne McGowan – Vice President, Customer Experience & Strategy Execution
As Vice President of Customer Experience at Luminare Health, Joanne leads enterprise initiatives that elevate the customer journey, align cross-functional strategy, and drive high-impact execution. Since joining the organization in 2016, she has played a key role in transforming service delivery and helping the organization deliver on its commitment to service excellence.With more than three decades of leadership experience across consulting, health care, insurance, financial services, and business performance improvement, Joanne is a seasoned executive known for turning around underperforming teams, driving measurable growth, and aligning organizations around clear, strategic goals. Prior to joining Luminare Health, she was a partner at Aveus, a strategy and change management consulting firm, where she helped clients achieve 7x–10x ROI and earned industry-leading client satisfaction ratings. She also served as Senior Vice President and General Manager at Deluxe Corporation, leading a $1B division and a team of 2,000 through a period of significant transformation during the Great Recession.
Earlier in her career, Joanne founded and led JEM Consulting, where she advised clients across a broad range of industries on strategy, performance, and change leadership. She also held leadership roles at Viaticus, a division of CNA, where she helped launch and grow new business ventures.
Joanne holds an MBA in Finance and Marketing from the University of Chicago Booth School of Business and a bachelor's degree in biology from Northwestern University. She is known for her ability to synthesize complex challenges, inspire action, and deliver results—always with a focus on the customer. She loves to spend her free time with her family, traveling, and working on needlepoint projects.

James Ocampo – Chief Operating Officer
As Chief Operating Officer at Luminare Health, James oversees the strategic direction and day-to-day execution of the organization’s operational functions. He plays a central role in driving cross-functional initiatives that advance Luminare Health’s strategic and financial objectives. Ocampo joined the company in 2024.
With more than 25 years of leadership experience across the healthcare and insurance sectors, James has built a broad track record spanning operations, sales, client management, corporate strategy, and mergers and acquisitions. He brings deep P&L expertise, having held senior roles in both entrepreneurial ventures and Fortune 100 organizations, including Optum, MassMutual, and Berkshire Hathaway.
James holds a bachelor’s degree from Boston College and an MBA from The Wharton School at the University of Pennsylvania.

Paul Scaglione – Chief Growth Officer

Since joining the organization in 2020, he has played a central role in driving innovation and developing high-impact solutions that meet the evolving needs of employers and plan sponsors.
Paul brings more than two decades of leadership experience in healthcare, including a distinguished tenure at Blue Cross and Blue Shield of Illinois, Montana, New Mexico, Oklahoma, and Texas. His prior roles include Vice President of Enterprise National Accounts, where he led strategy and innovation for large national clients; Vice President of Enterprise Business Services, overseeing large-scale project delivery and operational optimization; Vice President of Regulatory, guiding Affordable Care Act implementation and compliance; and Divisional Vice President of Government Programs, where he led marketing, sales, and product development for Medicare and Medicaid offerings.
A forward-thinking healthcare executive, Paul is known for his ability to deliver measurable growth through strategic vision, innovative thinking, and collaborative leadership. He is highly skilled in client relationship management, team development, and driving profitability through scalable solutions.
Paul earned a bachelor’s degree in Marketing from Northeastern Illinois University and an MBA in International Business from DePaul University’s Driehaus College of Business.

Doug Sondgeroth – Vice President & General Counsel
Doug serves as Vice President & General Counsel at Luminare Health. In that role, he leads the organization’s legal strategy with a focus on regulatory compliance, risk mitigation, and enabling business growth. He is passionate about helping Luminare Health and our customers solve their problems and capitalize on strategic goals and opportunities.
Doug brings more than two decades of legal and business experience spanning healthcare law, corporate governance, litigation, and regulatory strategy. Prior to joining Luminare Health in 2023, he spent nearly a decade at Health Care Service Corporation, where he held progressive leadership roles. His work there focused on navigating the legal and regulatory frameworks that shape the health insurance industry, with a particular focus on issues related to self-funded benefit plans and plan sponsors.
Earlier in his career, Doug was a partner at Jenner & Block LLP, where he represented clients in complex commercial and civil litigation across industries. His practice included employee benefits litigation, fiduciary duty disputes, and corporate governance matters. He also advised on international arbitration, employment law, and intellectual property issues, and has lectured and published on legal and compliance issues.
Doug earned his Juris Doctor, magna cum laude, from Boston College Law School, where he served as Executive Editor of the Boston College Law Review and was elected to the Order of the Coif. He holds a bachelor’s degree in Economics and Political Science, summa cum laude, from Augustana College and is a member of Phi Beta Kappa.

Brooke Terry – Chief Information Officer
As Chief Information Officer at Luminare Health, Brooke leads enterprise-wide technology strategy, execution, and innovation—ensuring the organization’s systems are secure, scalable, and aligned with business priorities. A key member of the executive team, he plays a central role in enabling service excellence through digital transformation, infrastructure modernization, and cross-functional collaboration.
Brooke brings over 30 years of experience in healthcare technology, enterprise architecture, and IT leadership. During his time in IT leadership, he has focused on strengthening infrastructure, streamlining operations, and building a high-performing IT team that supports long-term business growth. Prior to this role, he served in a range of senior technology and innovation leadership positions at Trustmark, including Vice President of New Growth Ventures and Business Unit CIO, where he led a $60M transformation initiative that consolidated legacy systems, enhanced data capabilities, and improved customer self-service.
Earlier in his career, Brooke held engineering and technology leadership roles at i-Scope Inc. and FM Global and served as a strategic architect driving enterprise-wide systems alignment.
Known for combining strategic vision with hands-on leadership, Brooke is committed to creating technology environments that empower people, reduce risk, and deliver business value. He combines broad technical knowledge with strong business acumen and a passion for operational excellence, security, and delivering a simplified, satisfying user experience.
Brooke is well known for his love of creative problem solving, a passion he brings to both his personal and professional lives. He enjoys the art of bonsai, dog sledding, and cheering on his hometown team, the New York Mets.
