Background:
• Under current law, a health benefit plan must issue to its insureds a card or other technology containing uniform health care benefit information as outlined in 215 ILCS § 139/15.
Effective: January 1, 2026
• Under current law, a health benefit plan must issue to its insureds a card or other technology containing uniform health care benefit information as outlined in 215 ILCS § 139/15.
Effective: January 1, 2026
- The law is amended to:
- Expand the mandate to provide certain information in the uniform health care benefit information cards to include health benefit plans offering dental coverage; and
- Clarify references to the health care benefit information cards include physical and electronic cards.
- The cards must identify, on the back of the card, whether the plan (including a health benefit plan offering dental coverage or a dental plan):
- Is self-insured or fully funded; and
- Is subject to regulation by the Department of Insurance.

- Fully Insured—Regulated by IDOI
- Self-insured ERISA Applicable—Not Regulated by IDOI
- Self-insured non-ERISA Applicable in the Category of schools, State Government, City Municipality, County Municipality—Regulated by IDOI
- Self-insured Non-ERISA Applicable in the category of churches & federal government—Not Regulated by IDOI
